The Administrative Tribunals Support Service of Canada (ATSSC) was established with the coming into force on November 1, 2014 of the Administrative Tribunals Support Service of Canada Act. The ATSSC is responsible for providing support services and facilities to 12 federal administrative tribunals by way of a single, integrated organization.
These services include the specialized services required by each tribunal (e.g., registry, research and analysis, legal and other mandate or case activities specific to each tribunal), as well as internal services (e.g., human resources, financial services, information management and technology, accommodations, security, planning and communications).
The Administrative Tribunals Support Service of Canada (ATSSC) has received your request submitted under the Privacy Act for the following information:
“Our Kwa'mutsun Nation Archives Contain Signatured Statements From CSSP (Consecutively Settled Sovereign Peoples) Of The Cowichan Valley, British Columbia Who Attended The Founding "Cowichan Tribes" Meeting Called By The Indian Agent Of The Territory. The Statement Of Truth By The CSSP Attending That Said Founding Meeting Confirms That CSSP In Attendance Of This Said Meeting Orally Stated A Rejection Of Combining Their Individual Tribal Territories Into The Collective "Cowichan" / nee "Quw'utsun" Tribes. This CSSP Declaration In Our Kwa'mutsun Archives Confirms That CSSP Attending Then Departed The Founding Meeting. Our Archival Records Include Information That The Indian Agent Of The Day Then Chose To Ignore The Voiced CSSP Rejection; And, Proceeded To Inform Ottawa That Cowichan Tribes Was Indeed Now A Confirmed, Chosen Entity. Our Regret Is That The Alleged Practices Of The Indian Agent Of The Day Was That He Had A History Of Fires At His Offices; Where Pertinent Records - Including Statements Of CSSP Property Rights Were Destroyed. This Submission Today Is A Declaration Of Truth. Therefore, Please, Provide Documentation From Your Files That Will Allege The Founding Of Cowichan / Quw'utsun Tribes. In order to process your request, our office requires some clarification. First, you have requested that we process your request pursuant to the Privacy Act (PA). One of the primary purpose of the PA is to provide individuals with access to their personal information held by government institutions (see full definition at the following link: https://laws-lois.justice.gc.
If we interpret the text of your request correctly, it would appear that you are seeking documents that will allege the founding of Cowichan / Quw’utsun Tribes. These documents do not appear to be personal in nature. If this is accurate, you will need to submit your request pursuant to the Access to Information Act as oppose to the Privacy Act. If you agree, please simply reply to this email and confirm that we may continue processing your request pursuant to the Access to Information Act.
Secondly, as mentioned above, we are responsible for providing administrative support to 12 administrative tribunals. In order to properly conduct our search for the records you are seeking, we require that you specify which tribunal may hold the information.
